Bijar is the first Sunni governor of Sistan and Baluchestan. He has a master’s degree in civil engineering.

Bijar was previously the Deputy Coordinator of Civil Affairs of the Sistan and Baluchestan Governorate, the Director General of the Technical Office of Civil Affairs, Transportation and Traffic of the Sistan and Baluchestan Governorate, and the Governor and Head of the Engineering System of Khash.
